1. Calendar Days vs. Business Days vs. Banking Days

2. Official US Federal Holidays (Title 5 U.S.C. § 6103)
Under federal law, the United States recognizes 11 permanent annual federal holidays:

- Target Employee Payday: Friday, July 3 (because July 4 is Independence Day).
- Holiday Observation: If July 4 is Saturday, July 3 is the observed banking holiday.
- Impact: Banks are closed Friday, July 3. Payday must shift to Thursday, July 2.
- ACH Transmission Deadline: To fund accounts by Thursday morning, payroll must be transmitted on Tuesday, June 30 before banking cutoff (typically 5:00 PM EST).
